Anywhere you look on Google, you will be informed that the central tower weighs 6500 tonnes and was raised into position by a system of hydraulic jacks...at a cost of almost 20 billion yen.  What you will not find is the rationale for such a pointless waste of space, time and money.  It is probably one of the most dysfunctional buildings in the world.  Who in their right mind would build a conference centre where the only access is via a five storey escalator?  Essentially the first five stories are fresh air!

I guess it is just another of those "we built it just to prove we could" and in that context fits rather naturally into the superficial nonsense of Odaiba.
