Just across the canal from the Lowry in the midst of the Salford Quays regeneration area, this is a real low budget museum, possibly the only public monument in history to come in under budget.  Apparently, due to the failure to obtain Lottery slush-funding, the original budget of £40 million had to be cut to £28.5 million.

Based on that factor alone, it gets my vote!  Plus, actually it is rather a cool, sculptural building, even if the "shards" are completely pointless appendages with no practical function whatsoever.  And the exhibits are interesting, thought provoking, even if not in the way that the management intended.  What would Orwell have made of it?
